The Tool Kit is not better than the one provided in Roller Coaster Tycoon 2 per say. You need to build the Scenario first with the rides that you want to beable to use in it Creating a ride is just that,creating a ride. I think it was built this way to reduce the lag that the game would encounter on mobile devices. I was confused at first as well because I'm use to the older model.
