There are diffrent ways to finish this scenario, you have various choices of how you are going to complete this one.

1. Using only the first rock and ignore the second one (as long as possible). Modify the vertical coaster to not have a station on the second rock but to just return to the first station. This is the most preferred strategy.

If you don't plan on using the second rock, better remove the station of the transport coaster there, if you do, connect the rocks with a bridge. Otherwise guests who don't want to reride it will get stuck there. This scenario is doable either way, depending on how tight you want to build.
2. Use both rocks and build a bridge connecting the two rocks.

Remember to use all the space at, around and in the rock. Launched rides help conserving space. Having your rides interfere and go underground increases their ratings as well.
Then you have another choice. You can build rides/attractions on the rock/-s. You can also delete the path on the rock/-s and build a path/-s around the rock/-s. Then you can build your rides/attractions around, and inside the rock/-s. Indoor rides boosts excitement rates on your rides.

Be sure to place enough benches, some guests don't want to ride the chairlift and will be very tired after climbing the rock. The chairlift runs very slowly, so better increase its speed to reduce waiting times.
This scenario is not that hard. If you are short on people in the last year, you could always use advertising. This a pretty easy scenario though. An editor of this scenario almost got 2000 guests at the end of the last year.

Since you start with a decent roller coaster which brings some cash in, this scenario shouldn't be that hard.

==Other Notes==
Unlike Big Pier 2, this is a reboot and not a sequel, since another rock has been added.
The main difference from the original Thunder Rock scenario, is that another rock added, as the developer plans used only that rock in this scenario, but to fit the scales of the difficulty and the number of guests in Loopy Landscapes he added the old rock, called "Thunder Rocks" instead "Thunder Rock 2" as the other sequel scenario of the original Roller Coaster Tycoon scenarios called "Big Pier 2", that's make it a reboot scenario and not a sequel.
