While it does use the same track as Steeplechase and Motorbike Races, It is listed as a seperate ride type in the games that it appears in.
In Real Life
This roller coaster appears to be modeled after, or perhaps inspired by, the Wacky Soap Box Racers ride in Knott's Berry Farm (Buena Park, CA). The ride was removed in 1994 and replaced with a dueling loop coaster by the name of Windjammer Surf Racers, manufactured by TOGO. Notably, although the cars (the "racers") in this ride would angle deep into turns by design, the ride as it appears in Roller Coaster Tycoon lacks this feature, resulting in higher lateral G forces.
