Start by increasing the entrance fee, because it's free. You might want to get rid of some of the 20+ Balloon Stalls they have. You can also get rid of some scenery for some cash, and then build many food stalls and Restrooms. Repay your loan right away. Get rid of the paths by the buildings and by the mountain and get rid of the Chairlift. Focus your building on the beach. Build a few water rides and two cheap roller coasters. If needed, build some thrill rides.

They have many pre-built rides here. There are multiple Coffee Cup Rides, so get rid of one. Also, if you want, get rid of some Car Rides, as there are three.

Your main problem in this scenario is money, but there is much scenery to sell.
