Starting with over 400 guests, leaving you 2 years to gain another 800 guests, makes this scenario pretty easy.

Probably the easiest park in the Loopy Landscapes pack, there are just a couple issues in this park. First of all, fix the queue lines on some of the rides. For example, a few queue paths should be added to the Scrambled Eggs in lower right corner. Extra stalls should be added, such as the necessary ~~Drink~~ Stall. ~~And some~~ of you may want to fix up the roller coaster, as it is a little choppy. Otherwise, this park is actually very boring. Just wait it out, and you'll be at Dragon's Cove in no time.
