Demolish Goliath and Flashback, immediately use the money obtained from the demolition of these two rides to pay off the loan, and wait one game day.
Out of all of the original 26 scenarios in RCT2, this one is among the easiest to complete.  Scrap Goliath and either Flashback or X, along with all scenery items associated with the rides, then use the money you earn to pay off your entire loan.
