The first thing you should do is remove some of the pathways as the guests are getting lost and block off the waterway on top of the wall since the guests on the boat hire may end up going there and that section leads to a dead end. You can also use a flat ride to block off that dead-end passage. Then you should build a few roller coasters and some flat rides and charge some money for the rides and charge an entrance fee (don't forget to build some shops and bathrooms as well as hiring a few staff members), the guests will start coming in and giving you some extra cash. When you've got enough money, build another roller coaster and a few more less intense rides to draw in more people into your park. Continue doing this and you'll have 1500 guests in no time.
