This scenario is really easy. You have enough space, and 1,000 guests in 4 years should be no problem, especially if you successfully completed the previous scenario. If you want some extra money, just delete all of the scenery around the map and erase the underground path (which if left unchecked can get guests lost and can easily accumulate vomit, trash, and vandalized objects). You should start off by placing two Shuttle Loops next to each other and synchronizing them, giving them over a 4.5 excitement rating and they will gather a quick crowd. Build some shops and restrooms around the park so the guests won't complain and keep the rating high. You must put research into Thrill Rides, Water Rides, Gentle Rides and Shops and Stalls. You can research Transport Rides and Roller Coasters (if you want), but you don't need to research the latter until your park starts to pick up. The shops will be necessary because the guests will complain about food and drink often, so place a triplet (bathroom, food stand, drink stand) on each corner of the pathways to suffice. A reverse Whoa Belly will become available if you research roller coasters early and it will come in handy. A reverse whoa belly doesn't lose it's value like other rides, if it is built well (intensity doesn't exceed 7.5 and excitement is above 4) it can be chared $3 to ride for all four years.
This scenario is not really difficult actually. There's enough space, and getting 1,000 guests in 4 years should be no problem, especially for players who successfully completed the previous scenario or even Evergreen Gardens which has the same objective and starts from scratch besides the path system.

Deleting the scenery around the map brings extra money, but decreases the Excitement Rating of upcoming rides and also makes the park less beautiful, therefore, is a bad idea. There's a path which goes underground from the top of the dunes to the sphinxes area. This path is completely unnecessary and (in RCT1) must be deleted, as it adds nothing to the park infrastructure-wise and it has no functional purpose, if not getting the guests lost, so it's wise to get rid of it right away. It can only be redeemed in OpenRCT2 due to improved pathfinding.
If you feel you may run short on guests just open up an advertising campaign or two to bring some more guests in.

As usual, a good start off would include some flat rides and a small roller coaster (like the Steel Mini Roller Coaster or a Shuttle Loop) concentrated on the first half of the land (until the dunes) and, then and only then, keep expanding until the park's full. Extra land is available for purchase and cheap, allowing the park to get way larger, but it's not mandatory as focusing on nicely developing the original land throughout the 4 years, as well as a good use of the underground area, will work just fine.

Here, research at maximum funding for 4 years will unlock all the roller coasters and gentle/thrill rides available, along with some shops and stalls. Shops and stalls variety is an important factor in a 4-year scenario because the lack of food variety may become a negative effect over the time, with the "Worst Food" award, that if gained will act as a counter-ad campaign.

Reaching the guest objective isn't hard at all : players still short of guests as deadline approaches should reduce their prices for rides (not for shops/stalls) and launch a couple ad campaigns to push the numbers up. Turning the flat rides near the entrance free, would also help in holding broke guests in an extra couple of months.

Remember:
 • The Scenario Guide below is only a suggested strategy for completing this scenario—it may not work for all players.
 • The General Scenario Guide and Hints and Tips articles may also provide helpful information in completing this scenario.
 • There are usually multiple strategies to successfully completing a scenario; these can be discussed on the scenario's discussion page or written down in an existing or additional section of this article.

Strategy
