Evergreen Gardens is a tricky scenario. It's not entirely difficult, but it does leave little room for building rides. This was obviously not intended to be a theme park. The guest requirement may seem intimidating at first, being almost twice the amount of any of the scenarios thus far, but you have an extra year to achieve the goal and a rather large park. This is both a blessing and a curse. Guests frequently wander throughout the undeveloped sections of the park, so either delete small sections of the paths or place "Do Not Enter" signs, to restrict access. Removing path sections is the better option because your staff ignores "Do Not Enter" signs.
