You should probably start by constructing rides at the lower body of water, since that area is flat and is not ridiculously deep as the upper body of water. Build a roller coaster, a few less intense rides and a few shops on the water. Be sure to build somes paths and a chairlift so the guests can get down to that area.

With all the money made, invest in more rides and shops, filling as much space as possible on the lower area. If you are low on space, build some underground rides in the hills on the side. If you do run out of space, you will have to build on the upper area (make sure you have enough money and that the rides you want to build can be build on high elevations or water), do not forget to hire some more staff members. If all goes well, you should have the required number of guest (there are market campaigns if you do not have the required number) and a good park rating, you will just have to be patient until year 3 ends.
