You should probably start by constructing rides at the lower body of water since that area is flat and isn't ridiculously deep as the upper body of water. Build a roller coaster, a few less intense rides and a few shops on the water. Be sure to build somes paths and a chairlift so the guests can get down to that area (don't forget tp build an information kiosk near the entrance so the guests don't get lost as well as hire some staff). When you've gotten everything set up, open your park to public.
 
With all the money made, invest in more rides and shops, filling as much space as possible on the lower area. If you're low on space, build some underground rides in the hills on the side. If you do run out of space, you'll have to build on the upper area (make sure you have enough money and that the rides you want to build can be build on high elevations or water), don't forget to hire some more staff members. If all goes well, you should have the required number of guest (there's market campaigns if you don't have the required number) and a good park rating, you'll just have to be patient until year 3 ends.
